IIT Delhi Student Death: Why hundreds of B.Techs are protesting

Rishikesh Kumar was not the first to face problems with securing campus accommodation after a mental health crisis at Indian Institute of Technology (IIT) Delhi. Another master’s student told Careers360 that she “faced similar treatment” in January this year. Students say that problems with hostels are so pervasive, it has moved hundreds of undergraduate B.Tech students to protest as well.

“I was experiencing mental health issues and they took me to All India Institute of Medical Sciences (AIIMS) Delhi. Later, despite receiving a fitness certificate from AIIMS, the hostel admin tried to throw me and my stuff out at night, once I came back from hospital,” the postgraduate student told Careers360. She was finally allowed to stay after a counsellor intervened. The student alleged that it was common for students to lose hostel accommodation after hospitalisation or whenever police are involved.

Kumar, a student of MSc Physics, was living outside the campus after being treated for mental health issues at Vidyasagar Institute of Mental Health and Neurosciences (VIMHANS). In a statement to the police, his mother alleged that Kumar wasn’t allotted a hostel and was “insulted” saying “there is no such provision for keeping such a child”. According to protesting students, he had wanted to stay in a hostel but wasn’t allowed but IIT Delhi says “his medical records were reviewed and was again given that he should continue to remain under parental supervision”. Kumar took his own life last week, plunging to his death from the sixth floor of IIT Delhi’s Lecture Hall Complex.

Kumar’s death sparked massive protests on the usually-quiescent campus. On the first day, August 24, all classes were cancelled as students gathered at the LHC, demanding resignations from top officials – deans in charge of student affairs, hostels, and the head of the physics department – and a Rs 1 crore compensation for Kumar’s family.

Kumar’s struggles had resonated with students throughout the campus. “Let's say there are 12,000 students on campus, more than half would have at some point faced a major or minor issue with the administration,” an undergraduate student said. By Saturday, IIT Delhi has made new appointments in several of the key positions but protests continue for the sixth day – one of the longest, say students.

Kumar’s was the second suicide this year and the eighth on campus since 2023 – a count so high it prompted the Supreme Court to take notice and set up a National Task Force.

Previously, most protests at IIT Delhi were organised and mobilised by PhD students with few B.Tech students participating. “Many BTech students come with financial pressure on them because a lot of them take loans, which they are supposed to repay after the end of their course. Their usual schedule is very hectic. They are supposed to do classes, there are projects, there are internships,” explained a PhD student.

This time, it’s different. Undergraduates participating in the protest said they were driven by the number of deaths on campus. “I myself have seen eight suicides on this campus,” said a third-year student. “Many UG students who are here [at the protest] are from third and fourth years – they have been seeing suicides constantly.”

Another UG student added, “The number of student suicides increased rapidly post COVID. This is one of the reasons more UG students are participating in this protest. Student suicides aren't something that is exclusive to masters or PhD students. This is a problem that has been uniform across all kinds of students.”

Plus, undergraduate engineering students said they routinely face difficulties navigating academic and administrative processes, which is why Kumar’s repeated efforts to get a hostel seat has so moved them.

छात्रावास आवंटन और मानसिक स्वास्थ्य सहायता चाहने वाले छात्रों के साथ कथित दुर्व्यवहार एक और आम चिंता के रूप में उभरा। मास्टर की छात्रा ने कहा कि फिटनेस प्रमाणपत्र प्राप्त करने के बावजूद एम्स दिल्ली से लौटने के बाद उसे छात्रावास छोड़ने के लिए कहा गया। उन्होंने आरोप लगाया, "वे मुझे रात में हॉस्टल से बाहर निकालने को तैयार थे और मैं काफी डरी हुई थी।"

एक पीएचडी छात्र ने कहा, "हमें इन प्रशासनिक प्रोटोकॉल पर सवाल उठाने की जरूरत है।"

छात्रों ने प्रशासनिक समस्याओं को आईआईटी दिल्ली में व्यापक शैक्षणिक दबाव से भी जोड़ा। एक अन्य स्नातक ने कहा, "मुझे लगता है कि प्रशासनिक मुद्दे बुनियादी जरूरतों - सभ्य भोजन, स्वच्छता, पानी और मानसिक स्वास्थ्य सेवाओं के लिए परामर्श - की कमी के साथ-साथ शैक्षणिक दबाव को भी बढ़ाते हैं।"

आईआईटी दिल्ली ने अपने सभी मानसिक स्वास्थ्य सहायता उपायों, एम्स दिल्ली और वीआईएमएचएएनएस के साथ अपने समझौतों को सूचीबद्ध करते हुए एक सार्वजनिक बयान दिया है और छात्रों के मानसिक स्वास्थ्य के लिए अपनी चिंता व्यक्त की है। लेकिन छात्र संशय में हैं. “यहां तक कि अगर परिसर में परामर्शदाताओं और मानसिक स्वास्थ्य से जुड़े लोगों की एक निश्चित संख्या है, तो भी मुझे नहीं लगता कि उनका उनकी अधिकतम क्षमता तक उपयोग किया जा रहा है। और मुझे नहीं लगता कि परामर्शदाता छात्रों के मुद्दों को संबोधित करने के लिए सुसज्जित हैं या छात्रों के सामने आने वाली समस्याओं से निपटने के लिए योग्य हैं।

एक अन्य ने कहा, "छात्रों को कई तरह की समस्याओं का सामना करना पड़ता है और बुनियादी ढांचा अगर हमारी मदद कर भी रहा है तो वह पर्याप्त मदद नहीं कर रहा है।"

शनिवार तक, आईआईटी दिल्ली ने एक जांच समिति का गठन और पुनर्गठन किया था और अपने मानसिक स्वास्थ्य सहायता उपायों पर एक सार्वजनिक बयान दिया था और बैठक के मिनटों के अनुसार, छात्रों को मुआवजे में 6 लाख रुपये देने का वादा किया था और पूर्व छात्रों के बीच एकजुट होकर एक धन संचय शुरू किया था। छात्रों ने एक करोड़ रुपये की मांग की.

आईआईटी दिल्ली ने सबसे पहले कुमार की मौत की परिस्थितियों की जांच के लिए पांच सदस्यीय बाहरी जांच समिति का गठन किया। पैनल की अध्यक्षता शुरुआत में उत्तराखंड के पूर्व डीजीपी और आईआईटी दिल्ली के पूर्व छात्र अशोक कुमार ने की थी और इसमें एम्स दिल्ली में मनोचिकित्सा के प्रमुख, छात्र प्रतिनिधि और संस्थान के रजिस्ट्रार शामिल थे। संस्थान ने छात्रों के लिए एक बाहरी लोकपाल और अतिरिक्त संकाय और छात्र परामर्श सहायता का भी प्रस्ताव रखा।

लेकिन छात्रों ने जांच पैनल की संरचना पर सवाल उठाया, खासकर अशोक कुमार की नियुक्ति पर, जिन्होंने पहले छात्रों के विरोध प्रदर्शन के खिलाफ बयान दिया था। आईआईटी दिल्ली के प्रदर्शनकारियों ने प्रशासन द्वारा ऋषिकेश कुमार के चिकित्सा इतिहास पर जोर देने पर भी आपत्ति जताई। 27 अगस्त को, अशोक कुमार ने खुद को जांच समिति से अलग कर लिया और आईआईटी दिल्ली ने एक नया पैनल गठित किया, जिसकी अध्यक्षता अब सेवानिवृत्त दिल्ली उच्च न्यायालय न्यायाधीश, न्यायमूर्ति मुक्ता गुप्ता करेंगी। मामले की जांच करने और सिफारिशें करने के लिए दो सप्ताह का समय दिया गया है।

इस बीच, 26 अगस्त को दिल्ली पुलिस ने कुमार की मौत के संबंध में अज्ञात व्यक्तियों के खिलाफ आत्महत्या के लिए उकसाने का मामला दर्ज किया।

आईआईटी दिल्ली प्रशासन और छात्रों के बीच विश्वास भी टूट रहा है। शुक्रवार शाम को, आईआईटी दिल्ली के निदेशक रंगन बनर्जी ने छात्रों को अपना विरोध प्रदर्शन बंद नहीं करने पर "अनुशासनात्मक कार्रवाई" की धमकी दी। बदले में, प्रदर्शनकारियों ने प्रशासन पर - विशेष रूप से, परिसर के सुरक्षा प्रमुख पर - छात्रों को डराने के प्रयास में "बिना सहमति के..." उनका वीडियो बनाने का आरोप लगाया।
